This is weird. It's this hand sanitizing solution. You put it on your palm, rub your hands, and it promises to kill 99% of germs and leave your hands feeling lemony soft, or something. So, you follow the directions and it SMELLS like a horrible chemical reaction is going on in your hands. Alcohol, or an acid, or something. And it evaporates in seconds, reacting with your skin... and your hands actually do end up feeling lemony fresh, spiting everything you remember about harsh chemical reactions from high school chemistry class!$@*&

It would be slightly basic, as your skin has a slight acidic pH.

It's alcohol.

It works... SORT OF. Those things and the 'antibacterial' soaps and the like are all pretty bad. They don't really get your hands clean. There's no substitute for a good 20-second hand washing with regular soap in cold water. (I recommend Kirk's Coco Hardwater Castile)
